Buyer wants to return item.

Buyer ask me to print or send a return label for him.

Does this mean the buyer wants me to pay for the return of the item.??

Return Label

There are two reasons for buyer returns.

The first is  Not As Described.

With this eBay expects the seller to provide return postage.

The second is Buyer Remorse.

With this eBay expects the buyer to pay for the return.

 

Now.

Life is not that simple.

Has the buyer opened a Dispute? (You don't want him to.)

If he has, what reason did he choose?

If it is Buyer Remorse and this: The part did not fit the buyers vehicle

  indicates this is Buyer Remorse, then he returns the part on his own dime. While a buyer is smart to use a tracked service, a good seller doesn't worry about it.
The part arrives, you refund. You try to be polite about it all.
But.
He sounds grumpy already. And yes he's blaming you for his mistake.
You try to be polite about it all.
Because if he opens a Not As Described dispute you are forced to pay for return shipping - with tracking- and you are on eBay's radar over the refund.
You don't want that.
 
Not every transaction will go smoothly.
 
And here's the further complication.
Is he is Canada?
Please please please say he's in Canada.
Because then you can send a Canada Post shipping label to him quite easily and when it returns to you, you refund.
Done and you try to be polite about it all.
 
But if he is in the States, it has until recently been impossible to send a shipping label and we needed workarounds.
It seems recently that possibly we might be able to send USPS shipping labels to our American complainers using Shippo. We have to register with them to use USPS shipping.
No one has reported doing this yet, so I remain unconvinced.
 
TL/DR
Pay for the return shipping. Save hassle. Try to be polite about it all.

It was an auto part I provided many pics and provided vin number of Donor Vehicle in my listing and urged buyers to use the VIN number and check with Auto dealer before purchasing. It doesn't appear the buyer followed my instructions before purvlchasing.

I an confirm that you can senda shipping label to the U.S. via shippo. I did it recently. You have to know the package dimensions and weight though.

We had been assured by Shippo that this was the case, but until a Real Human (TM) has done it, it remains up in the air.

 

Weight and dimensions shouldn't be a problem for a seller who, after all, sent the original parcel.

Fingers crossed.

Actually weight and dimensions can be an issue. First I did not save that info. Second the buyer repackaged. It took several emails and some time to pry the necessary info from the buyer bit by bit.

I was unsuccessful creating a return shipping label to for a U.S . customer.

Everything was going good until I got it step 2 of 3 SELECT SHIPPING RATE

Message says - " Unfortunately, no rates have been found. Have you already activated some carriers in your CARRIER SETTINGS?

Hmmm...I went to https://goshippo.com/ and it worked. The customer never got back to me but eBay sent a message saying the item has been shipped and tracking shows it has.

Although I haven't yet had to do a U.S. return label (thank goodness), my understanding is that it's a 2-step process.  First you have to set up USPS as a carrier in your "Carrier Settings", then you can use that carrier to produce a label. 

 

Which I suppose makes sense. 

 

If you're still having problems, I'd highly recommend calling Shippo.  They are still in "new customer" mode and appear to be very responsive.  They'll walk you through the process.  Or check the "Shippo" discussion threads on these boards.  I don't have the link handy, but I found the step-by-step explanation there quite easily.
