Showing up on activity report as being blocked yet still able to purchase???????

I am trying to figure out what is going on and support or lack of was no help this morning so am waiting for a supervisor call back.

Had a buyer show up on my activity report as having 2 purchases blocked due to too many unpaid  item strikes. I can't go into exact details as may get punished so have to be general.

Buyer is from overseas and using a mail forwarder which is OK with me, and not the issue.

Buyer that was blocked with my buyer requirement settings, and the buyer that purchased 14 items on the same day are from the same country, same feedback, and same join date. I have now opened 14 unpaid item disputes as I have not been paid yet.

How is it possible that a buyer gets blocked twice by Ebay automatically for the 2 unpaid item setting and yet is still able to purchase 14 items on the same day?

Support was not able to help at all.

There may be options but I don't want to go into detail until the supposed supervisor call back is received and I can find out what they say.

EBay does not Block buyers.

Sellers do.

Do you have your Seller Preferences set to automatically Block bidders with 2 or more Unpaid Item Strikes? (Yes. you do.)

Do you have a Block against this particular buyer? (Probably not from your post.)

Do you have your Seller Preferences set to Block more than XX purchases in a given period?

the buyer that purchased 14 items on the same day are from the same country, same feedback, and same join date.

So there is more than one buyer ID involved?

It is unusual that several bidders should have the same amount of feedback. Even if they were all the same person, and I agree they probably are, you'd think the FB would vary.

Note: the OP sells coins, a high fraud category.

Ebay blocks the buyer buyer based on my settings which has 2 or more UID strikes and that is the whole issue here.

The odds of the same buyer being blocked and then able to buy at the same time means there is a problem with Ebay somewhere.

I did not say there were more than 1 buyer. The same buyer got blocked and purchased the same day.

There is no way there are 2 buyers with the same feedback, the same foreign country location and the exact same Ebay join date (day, month, and year).

This was the same buyer that was blocked by Ebay and allowed to purchase on the same day.

Note:  I do not sell coins, I sell municipal trade tokens which is not a high scam item. I also did not post this was a scam, only that there is a problem with what happened.

I had this exact scenario happen too. It was about six months ago, maybe more. A buyer was twice blocked for 'Unpaid Item strikes' on the same day and then either later that day or the next came back to successfully purchase it. I think I even posted about it on Community, but I dispatched the order and all was well, there was no trouble with the buyer. I'll see if I can find my post and link it here.

Cannot find that post where I shared that I had the same experience. But I do recall that this happened to me. I think the suggestion made to me by other members here was that since UI strikes are logged to the minute, the buyer block might have expired in between the first two attempts that were blocked and the final one which was not. I can even remember what item it was, so it's odd that I cannot seem to find the post I made.

Thanks for the clarification.

There seem to be two different problems here.

You have an unwanted customer.

You are not worried about scams.

You are not worried about the forwarder. You understand that shipping to the forwarder means that your responsibility for shipping (and some other things) ends at his doorstep.

You ARE worried because of the UID Block not taking and that the buyer has shown himself to be a deadbeat.

If the unwanted buyer does pay, is there still a problem with the transaction?

(I understand that there is a problem with the Block not holding.)

If the unwanted buyer remains a deadbeat, that problem solves itself. You open a UID and give him yet another Strike.

You can also add him to your personal Blocked Bidder List, although that would not solve this transaction.

You could also consider "problem with address" as a reason for cancelling. 

The problem with the Block is not going to be solved over the weekend in any case. And happy_pigeon won't be around next week.

Well I am now on 2nd supervisor and still nothing more than will send a report for investigation.

Meanwhile, this jerk just paid using his Israel address but paid for shipping to US.

Now have to cancel due to address and waste more time with this loser.

Ebay just keeps tolerating these type of buyers.

And it won't let me cancel the order as it says there is a case open. There were actually 14 UID's open which Ebay emailed me were closed due to the the payment being made.

What a joke Ebay is getting to be.

Now on the phone with Ebay again as I can't cancel the order as it says there is a case open.

Ebay says I can't cancel because previous UID's opened and closed buty message says can't cancel due to open case.

Tells me to refund through Paypal, then have to phone to have FVF's credited manually for 14 items and shipping, then contact defect removal specialist to have the 14 defects removed for refunding through Paypal.

I have no faith in Ebay as these defects will not qualify for cancellation according to their policy.

I have to go through all of this because of a ridiculous buyer and Ebay's useless policies.

So did he Send Payment to you via Paypal instead of go through ebay checkout? If he switched addresses at checkout then the shipping cost should have switched with it, or there is a separate issue at play. Also, did the Unpaid Item cases actually close? It would explain the reason you cannot cancel if ebay isn't really seeing the payment. And it's paid for sure, right? You checked the balance of your paypal account? This situation sounds like a nightmare. Maybe wait until you have regular business hours to call the CSRs in Utah.

No, addresses can be changed at checkout and paying with Paypal. I do it all the time between my US and Canada addresses.

Shipping cost does not change as I use flat rate and only ship to Canada and the US. He requested an invoice after buying with the US forwarding address and I sent him the invoice with flat rate to the US.

That carries over to when he pays to whatever address he picks.

Apparently Ebay's message is also wrong, all cases were closed and that is not the issue.

The issue is once you open UID's, you can't cancel for any reason. Even if they provide an address you don't ship to.

What I was told to do is refund through Paypal and get 14 defects for cancelling after payment, then phone CS resolution cenre to get my FVF's refunded manually, then phone the defect specialist to have the 14 defects cancelled, then hope no negs which would also have to be dealt with and hope Ebay will do what I was told. I have very little faith in Ebay as it is not a reason according to policy that defects can be removed. I have also been told things before as have others and Ebay does the opposite.

This is just another way Ebay puts the you know what to the seller into hoping they will just mail it overseas so they can keep their fees.

I have already spent about 3 hours on this mess and am totally PO'd at this time.

He paid for shipping to the forwarder in the US, which is the address on eBay (allowing him to buy from sellers who do not ship internationally).

"Problem with address" is the way to go.

If this is fact, then ebay must know there are massive loopholes that must be fixed. I can't place an order on walmart.com and then pull a switcheroo at checkout to force it to ship to my address in Canada for free postage to the USA included in the price.

Ebay is fully aware of this situation and it usually does not create a problem if no UID's are opened.

What they need to do is block all buyers by registered country fro any sellers that won't ship there, but that will never happen.

I have never had this issue with reshipping addresses as the buyers have always used the reshipper address when paying.

Ebay's problem is they think one size fits all and don't consider anything out of the ordinary.

If a buyer changes their address at payment, the shipping cost does change.  If there is no shipping cost to that country then the buyer shouldn’t be able to pay at all.  The reason they could pay is because an invoice was sent.  As soon as you sent the invoice, the shipping amount entered overrides and eliminates all other shipping costs and information.  Obviously you don’t want to refuse to send a combined invoice to avoid a situation like that but luckily buyers don’t usually take advantage like that.
