shipping option to USA

I am Canadian seller. I got a buyer from Puerto Rico chose "shipping from outside USA" option today. How could the buyer choose ship to USA option when the buyer address is not in USA? In this case I just had to canceled the transaction. Anyone got the same problem before?

In the future how do I set the ship option to avoid buyer not from USA choose that shipping option?

I also got a return request, the buyer said that TV remote (new & sealed unopened) is not working even with new batteries. and now I have to pay for the  return fee even I dd not offer return. does worth to pay for the shipping fee for the TV remote that is much cheaper than the shipping fee?

The US empire includes several colonies that are part of the USPS system.

They have the same kind of zipcodes as the mainland.

The colonies include Puerto Rico, Guam, American Samoa, the US Virgin Islands and not exactly the same but APO military addresses.

 

The way you type in the address seems to make a difference.

If you use:

Legislative Building,

5047 (21-22) Kongens Gade
St. Thomas  VI

00802-6487

USA

You will get US rates.

 

If you use :

Legislative Building,

5047 (21-22) Kongens Gade

St. Thomas

  00802-6487

 VI  (or US Virgin Islands)

 

You will be charged International rates.

You did not need to cancel if you are shipping using the post office.

 

Puerto Rico is a territory of the USA.

State code is PR and country is USA when using the post office.

So in my case, I should choose USA instead of Puerto Rico when I make shipping label, learned it.
