Can you change the currency for shipping discounts to CAD?

My listings are all in CAD but when I got to make shipping discounts (https://www.ebay.ca/ship/prf) the settings are all in USD.

Is there a way to change the settings to CAD? USD is really impractical because my actual auctions are in CAD as are my shipping rates so translating between the two doesn't work well.

Just to be clear, are your discounts going to be a percentage or a dollar amount?
