Shipping Policy Error - (with no highlighted fields) ??

I listed 6 items, no problem. When I try to list another item, I get a shipping policy error, and there are no highlighted fields and it doesn't tell me what to change. 6 items all worked ok, its the same policy. I tried editing the policy, adding a new one, deleting it and starting from scratch again and NOTHING is working!! I've tried it in Safari, and Google Chrome, and Internet Explorer.
