If you have already tried clearing your cache and history and that hasn't helped, you could try scanning your system with a malware program such as malwarebytes

If you haven't already gotten help with this, I believe it's your computer settings. If you go to Tools in the browser near the top of the page, near or at the bottom you should find an option "internet options", if you use Internet Explorer you click on the Privacy tab, and near the bottom you will see "Pop ups". If you click in the little white square to the left of "turn on/off popup blocker", putting a check mark there will get rid of them. Hopefully you've already learned to do that and have gotten rid of those things.
