Seller charged me $32.95USD for postage but the postage turned out to be only $16.15. I sent a msg to seller asking if I would be refunded the difference but I haven't heard back yet. Is this normal? Will I be refunded?

I am being bid up on a few items by 'private listings - bidders identities protected'. What is this? Why would a buyer hide who they are? Is this actually the seller trying to bump up the price of the item because it looked like I was going to get it...
