ebay will not allow me to send an international invoice

Help! Ebay invoice is not letting me adjust shipping for a combined order within Canada.

When I go to send an invoice to a buyer to combine the shipping, I click in the text field but it's essentially unresponsive and won't let me adjust the shipping.Does anyone know what's going on?This is super frustrating.
