Over the past 3-4 months I've had the same buyer buy cards from me and never paid. The first time when I contacted this individual, they said they would pay for it next week. 2 weeks after that date no payment.

At the beginning of December this same person did it again. This time, they don't even message back and it's been almost a month.

I've opened an unpaid claim this time.

This person seems to pay others has his feedback is 100%.

All buyers have 100% feedback. FB is meaningless.  You cannot mention ID's, that will get bleeped.

 

Can you set your listings to IPR?

In addition you should be opening Unpaid Item Disputes against this serial deadbeat.

While UID Strikes do not appear on feedback pages, most sellers have an automatic Block against bidders with Strikes.

In addition, winning a UID refunds the fees you paid to eBay.

And the deadbeat cannot leave feedback.

 

EBay tells us that if a member gets 'too many' UID Strikes, he will have his account closed.

Don't open a UID "this time", do it EVERY TIME and don't wait a month to do it.

 

Next step it to ensure that you are set up to block buyers with 2 or more payment strikes in the past 12 months. (My eBay - Site Preferences - Buyer Requirements).
