Hi .. can file a dispute in the resolution center ( within 45 days) of your PayPal account to recover full payment but will incur the cost of returning the item with on line delivery confirmation.

I would sure reflect my feelings when leaving feedback and low DSRs (1,2) which ebay monitors.
