after calling paypal first thing this morning, they told me the issue was the customer's mailing address (this customer has made several purchases in the past few days) so I email them for a possible updated address. Meanwhile I kept trying with the address I had from paypal (it was a confirmed address) and lo and behold it went through as it should uncorrected, no changes, nadda.
in a nutshell, paypal didn't have a clue, blamed the customers for the problem with their software interface.
I would suggest trying it again and see if it works, the local time here is 11:30am AST (10:30am EST)

I found an answer...sort of
Clearing your computers cache actually can help. Not just cookies but the cache itself. Once I did it started to work, although it's still extremely buggy and takes several tries. Small packet labels are still barely working though. 2 hours to print 15 labels, unreal.
As usual ebay and paypals absolute garbage software is the problem, no surprise there. My aging, deaf, three-legged cat could write better programs than these people.

We are not able to generate your label at this time. Your PayPal account was not charged. Please try again later.
Your request failed due to technical difficulties. Please click Pay and Continue to try again.

I am also having the same problem for the past day. I called PayPal today, didn't get help from them. They tried overriding the system and it didn't work. They said that it was something wrong with their security system not allowing me to buy my shipping labels. They had no answer for me when I asked what to do if this problem persists for days. Very frustrated with the lack of solution. I'm going to try calling them again tomorrow.

Just tried installing Firefox and was able to print my labels. What a relief!

I started getting the "cannot print your label due to technical difficulties - your account has not been charged" etc last Wed or Thursday.
Was intermittent. I would wait and try again 1/2 an hour or more later and sometimes they would go through, sometimes not. Continued to be a problem over the weekend. Finally called Paypal on Monday and was told it is a known issue between PP and users of Canada Post and expected to be resolved in 48 hours. I had no problem printing labels yesterday so assumed all is back to normal. NOT
It is mid afternoon on Saturday and I can't pay for and print labels. Have tried one 3 times......perhaps it will go through later 😞
Certainly does not give one confidence in a company that handles money and has a problem for over a week with something that they do tens or hundreds of thousands of times every day!

Canadian Shipper. Getting so tired of these glitches. Supply you with a service that you start to rely on then not keeping it functioning properly.

I was finally able to print my label after calling Paypal. They suggested logging in to www.Paypal.com/shipnow and manually entering all the shipping information (basically the usual plus the buyers accurate shipping address). Inconvenient but it worked. Reg
