Request a total

What happens when a “Request a total from seller” goes unacknowledged?


 


I believe that after you sent it there is a screen with message like that “Seller has two-three business days to respond to it”. At the end of day three there is still no answer. So according to the new eBay rules a Non Paying bidder can be opened at the end of day two and technically the buyer is at fault. Most sellers do have the dispute opening thing set up automatically. Does eBay system prevent a dispute to be opened while you are still awaiting a response from the seller? Also is there a time counter in this part of the messaging system to implement some sort of penalty to sellers who fail to acknowledge “Request for total”?
