Seller ships outside the U.S to canada but doesnt accept a canadian paypal?

I committed to buy on item that ships to U.S and Canada but when I went to buy on paypal, it said he doesnt accept non-us paypals. How is it acceptable for a seller to be able to do this? I heard if a committed buy item is canceled the buyer can get a strike thing? Is there a way I not get a strike for canceling? It is really ridiculous how how a seller can ship to canada but not accept a canadian paypal, it makes no sense.

Contact your seller and explain that you can't pay until he changes his PayPal account to allow receiving payments from non-US PayPal accounts. If he won't agree to your suggestion,ask if he would be willing to offer you a mutual cancelation request. This would get you out of the transaction. If your seller decides to open an unpaid item dispute against you, reply in the dispute that the seller won't accept payments from non-US PayPal accounts even though he ships to Canada.
