I couldn't really find an answer to this anywhere but when I first tried to create an ebay account I was told that my email had already been used for an account...
I thought maybe I had previously made an account and forgot about it so I tried resetting the password and I was able to but when I figured out the account information it is very obvious that it is not mine. All the account information belongs to someone else. I was never emailed a "confirmation link" when this individual used my email to create an account but it does explain the random ebay emails I would receive before I even created an account. I ended up creating my own account using a alternate email but still.
So the biggest issues:
I was never aware someone had used my email to open an account. Where was the confirmation link?
I was able to change the password using my email link however turns out the account belongs to someone else. Now they can't use it.
Security seems really bad when creating accounts.
