Why can't I list an item. Having problems with payment policy.

Have tried both Explorer and Google Chrome.  I have a payment policy and it keeps asking me to "Create a Payment Policy" .  I created a new payment policy and I still cannot list my item(s).  Not a neophyte at this - have over 300 listings.

I should have specified that I was relisting an item. The payment policy problem shows up on both Explorer and Google Chrome.
