Why was I sent a collections notice?

Aright, so my most recent invoice for seller's fees stated:

"Amount Due: C$0.50

No payment is required at this time because your account balance is below eBay's minimum payment threshold."

And I haven't accrued any listing since that point. All of the sudden I get a letter from a collections agency stating I owe Ebay, Inc $201.99 ... I would really like to know what for, as I have not received any notifications by phone or email for any bills or services being charged.

Are you absolutely certain that is from Ebay? I have rec'd "spam" notices that are similar.

If you are suspicious of the veracity of the email, you can send it, with full headers, to spoof@ebay.com. You will be told if the email is real or not.
