You can. If the seller was good throughout the entire ordeal then go ahead and say something nice about them. If not, then it's up to you to leave the negative feedback no buyer ever wants to receive after all the hassle of preparing an item for buyer, shipping it and receiving it again, etc. Put yourself in the buyer's shoes.
