If it says that is can't be used outside the US, then it can't be used outside the US

eBay gift certificates are not the same as eBay gift cards. eBay digital and physical gift cards may be redeemed only by US PayPal account holders. If you see eBay gift cards listed outside eBay's US site, those gift cards have no cash value and are sold as collectibles.

And that is listed in the Canadian portion of eBay.
In that link you provided, it looks like eBay is talking about the coupons they give out to select members. I had some coupon awhile ago where I would get an amount off if I spent $300 or more on electronics...it went something like that...I never used it and it just expired. It is looking like the http://pages.ebay.ca/help/pay/certificates.html page is talking mainly about that.
