let a seller go 2 months before i trier a resolution and now they say i'm too late to do anything

I bouught an item from Brazil and didnt recieve it after 2 months so tried to start a resolution but didnt know paypal had a time limit and cant even give the guy a neg..So i'm out 25 bucks and paypal sucks
