If you make 2 offers and both are declined you can always try writing them directly and be nice and polite and make an offer through a message but remember most best offers are there to attract customer more then to give them amazing deals .. Many sellers will only drop down $1 to $2 and when dealing with a legit business you hve to realize there are here to make money and that they had to pay for their item ... Many who are not real businesses will accept lower offers because alot of theeir goods are stolen

Unless the seller has a Best Offer icon on his listing, you are not allowed to make any offers at all.

If you make an offer on such a listing, the seller can report you as an Unwelcome Bidder and Block you from ever bidding with him.
