If you give a few more details, someone here may be able to help you.
You did open a return request correct?
Why are they saying that you aren't entitled to a refund?
Does delivery confirmation show that the item was received by the seller?

What do you mean by "eBay refuses to honour" the refund? Did you make a formal claim through the Money Back Guarantee process?
Why did you return the item?

Generally the only way a "return for refund" could fail would be if the unwanted item did not have Confirmation of Delivery (tracking).
Did the seller send you return shipping? Did you use a tracked service? Does the tracking show delivery (not shipping, delivery)?

Chatting with customer service is complaining to the neighbours about a problem.
Did you open a Dispute in the Resolution Centre at the bottom of this page?
That's the police.
The first suggestion is to contact the seller. You've done that, so next you ask eBay to step in and Escalate to a Claim.
The seller is supposed to send you return shipping.
If he doesn't you win the Claim and are refunded.
If you return the item, you win the Claim and are refunded.
If you don't return the item, you lose the Claim.
If the return is late, you lose the Claim.
If you lose an eBay Dispute, you can still Dispute through Paypal and possibly through your credit card.
We need more information to guide you on that.
