Who is suppose to set up the Global Shipping Program for an ebay item, the seller or the buyer?

I'm buying from Canada and bought some dvds from a US ebay seller and tried using the ebay check out to pay by paypal but couldn't because this message in red appeared, "This seller didn't include shipping costs to your location. Please request total to ask the seller for shipping costs or change your address." After I emailed the seller 3 times about this, the seller cancelled my order after he sent me these replies, "We only ship outside the US using the Global Shipping Center and they will charge any import fees, duties. When someone outside the US buys they have to complete the check through eBay as they add any import, fees, duties, etc (not us). Are you part of Global Shipping?  I'm unable to include a shipping price as we only ship outside the US using the Global shipping program and they handle shipping and cost. I will have to cancel the order."  QUESTIONS- Isn't the seller suppose to choose the Global Shipping Program and set it up himself for the items I bought so I could check out and pay for them? Or did he expect me to set it up? Why did he ask me if i'm part of the Global Shipping Program? What did the seller want me to do and why did he cancel my order?

EBay's program is called the Global Shipping Program. Not Center.

Either your seller is confused or disingenuous.

 

The seller is the only one who can set a listing to use the GSP.

The GSP is a Seller Protection program which acts as a freight forwarder.

The seller ships to the GSP plant in Kentucky, where it is checked for some very basic customs information (what is this thing? where was it made?) which the seller should have supplied in his listing either in Item Specifics or the Description.

Then the GSP ships your purchase with thousands of others to Canada. Usually it will be delivered by Canada Post.

 

The only choice the buyer has is to buy or not buy, when the GSP is on the listing.

If you are Searching you look for "Customs services and international tracking provided"  on the List View.  (This doesn't show on a mobile, only a desktop or laptop.) That means the seller has chosen to ship through the GSP.

If the seller is not enrolled in the GSP, the buyer can't sign up for it.

It is not a Buyer Protection program and frankly is not buyer-friendly* especially for Canadians.

 

He cancelled your order because he is an idiot.

 

In future, idiot-proofing your purchases would include checking what the shipping charge will be BEFORE bidding by asking the seller for an exact quote.

 

 

 

 

 

* Although to be fair, I have purchased only three items through the program and all three went just fine, in spite of minor annoyances.

I echo the sentiments of the previous two posters but will add that if the seller Cancelled your order, you are still eligible to leave feedback that says exactly what you think about the transaction. You might have to search for a way to find that option, but it should still be there.

Another ebay seller I just emailed told me its against ebay's policy to use the Global shipping program for adult items such as adult dvds. Is this correct? Or is it a US seller can't use Global shipping for adult dvds shipped to Canada?

I checked the gsp info and if they consider adult movies as ‘obscene materials’ then it looks like they can’t be shipped using the gsp.  The seller can probably still ship them directly but some sellers won’t ship outside of the US.

Huh.

I suspect that GSP has decided that too many of such items would be confiscated at the border -- some countries have stricter policies than others.  Witness the "almost-kiss" in Bollywood movies.

Easier to ban them for all than to make decisions on the conveyor belt.

 

I once had a sociology text seized by Pakistani customs officers.

Legal adult porn is NOT obscene materials. They need to update their policy because its incorrect. In a certain country or state, if the ones in power think a certain adult porn of a legal act between consenting adults is obscene, then maby the ones who are offended  SHOULDN'T WATCH IT.

Maybe where YOU live, maybe where the SELLER lives -- but the GSP is not going to take the chance that the product is ILLEGAL in some of the countries they handle shipping for.  They (GSP managers Pitney Bowes) do not want to take the risk the product will be seized, and they will be out of pocket for an Item-Not-Received claim.
