Bought 2 cell phone batteries that were promised to be real from a Canadian seller for $15.25 shipped. They do not hold a charge for longer than 3 to 4 hours. The original battery which is in need of being replaced lasts about 8 hours and is from 2013, phone is a samsung galaxy s3. We have since bought a real samsung battery from a local dealer and it lasts over 24 hours on a charge.

 

Seller says return for a refund by lettermail. Post office says it needs to go parcel as it contains items that are not paper or printed material. The cost of tracked parcel to the seller is $13. Seller says they won't pay that and will only pay $1.80 for return shipping. Also the last time we sent something back by lettermail the seller said they never received it back. We just want our money back as ebay promised a money back guarantee during the purchase.

 

We opened a case. What is ebay going to say about this matter?

I would keep the batteries and leave a proper feedback, then enjoy life.
Any extra minute I spend in front of my computer dealing with this seller is a time well wasted.

If you opened a case of Significantly Not As Described and the seller says to return by lettermail without tracking then they forgo the requirement that the item shows returned as Delivered before they have to refund. Regardless, on an item that is not as described, the seller foots the bill of return shipping. If it's a domestic seller, that means they send you a return label. If it's an international seller, that means they send you funds through paypal to buy your required postage. 

 

Escalate as soon as you are able. Ebay will step in.

Update:

 

A few hours after the case was opened the seller refunded in full which automatically closed the case. However now there is no record of the transaction so we can't leave feedback, we really wanted to leave feedback for this transaction. It has not gone past the 60 day feedback deadline, it was only bought about 3 weeks ago.

There are certain circumstances where opening and having a case closed with refund will cancel the transaction. It would appear this is one of them. You've received a refund of your purchase price in full, you won't be able to leave feedback. 

 

Also, it's possible the refund was issued by eBay as opposed to the seller. The details don't much matter at this point. The important part is that you got your money back and can move forward with a different purchase.
