Paid $250 total for an item (with shipping inc.) and seller put value of over $300 on custom form

The response from the seller

"Dear Sir/Mam
The query you asked is according to the rules of eBay by default.
We don't import any taxes or extra prices.
Regards"

the value should be less than $200 since the price includes the international shipping but the seller is saying eBay puts value of over $300  ,I'm paying higher import taxes due to this ,why would eBay rules put the import value higher than what was actually paid?

Sudden thought: Are those prices you’re quoting in US dollars? Maybe the seller thought they’d be helpful and use Canadian dollars on the customs form?

Do you mean the seller priced the listing as $200 plus $50 shipping?

Or as $250 with Free Shipping? (and you calculate the value of the shipping to be $50?)

Either way, the import fees are on the purchase price, not the payment you made. The seller is supposed to declare the purchase price.

You can contact CBSA with your invoice and get those import fees reversed.
I won't promise it will be fast, but since you are over the $150 duty free and $40 tax free allowances, it may be worth spending the time- remembering that time is money.

There are no “eBay rules” directing sellers to declare the value of a shipment higher than the item’s selling price.

Either the seller has misunderstood eBay recommendations not to declare the item’s value as lower than the selling price or else they’re trying to snow you with their cryptic English.

Here is the link if you would like a reaccessment by Canada customs. It should explain the information required. Couriers etc "can" include shipping as part of the declared value.
