eBay False shipping charges after checkout

I've been buying products from eBay sellers on ebay.CA from the USA and the shipping let's say is 14$ CAD.

However, after I check my cart, the shipping price increases to 19$ CAD and on top of that, an import charge is added to the total price of product and the item no longer ships direct from the seller's location, but instead it HAS to ship through ebay GSP in kentucky. -no exceptions-

Is anyone else from Canada having these issues?

Do not forget that items from eBay.COM will be using US dollars for the base price (conversion into Cdn $ when paying will add around 40% more this month).

...

You need to make sure to avoid buying items that are shipped using GSP (Global Shipping Program) from USA or from the UK (only two countries that have this eBay seller option).

In the USA a GSP item is shipped to Kentucky, processed, then sent on to Canada with duty and sales tax already collected on the item (part of the GSP charge).

GSP should be mentioned on the listing "Shipping to Canada  via the Global Shipping Program" or "Any international shipping and import charges are paid in part to Pitney Bowes Inc." or "no additional import fees on delivery".

GSP is managed by Pitney-Bowes. Works better for overseas countries than it does for Canada (many countries require the buyer to pay at their customs office, something Canada stopped doing over 30 years ago).

Easy way to avoid GSP surprises -- put the item into the shopping cart and see what the costs will be before paying.

Are you doing your shopping on eBay.ca with a phone? The information that @ypdc_dennis describes is a little harder to tease out on the mobile version of the site and I would imagine it's similar if you're using the app, but the info's there.

Having said that, I do find that when doing searches on my phone, there are discrepancies between the shipping rate as stated in the search results and the shipping rate on the listing page, but that's when I'm on eBay.com, not eBay.ca.

And another problem with phone bidding, it is hard to spot the listings with GSP enabled.

On a computer you can put the Search into List (not Gallery) and the words Customs services and international tracking provided will appear on any listing where GSP will be applied.

Since GSP import fees include applicable duty, a ~$5US service charge, and Canadian sales taxes on any item over $20Cdn (~$15US) the amount may vary depending on the particular province the winning bidder lives in, from 5% to 15%.

And of course, on auctions, the amount the GSP charges will vary with the winning bid, since duty and tax are percentages. This does not apply to Fixed Price sales.

Buy It Now and Best Offer sales may also have variables.

The exchange rate may change from day to day as well.

Maybe it's time to officially change the name of Canadian currency to the Loonie, to prevent confusion with the American buck.

Yet the Global Shipping Program, which is designed as a Seller Protection, has been popular enough with US sellers, that it was extended to UK sellers a couple of years ago.

The point for eBay was to encourage xenophobic and paranoid US seller to ship internationally.

When that worked well for eBay and for sellers, eBay offered it to UK sellers (think Brexit).

GSP offers little or nothing for buyers, but it never was intended to.

The "extra" costs cover Canadian duty and sales taxes which are paid by the GSP plus a ~$5USD service charge.

Yes, eBay owns Global and its 100% scam. Strongly suggest you contact seller first and if thsy use Global, find it somewhere else. The sellers have no clue what a scam it is Ebay just says they look after everything for them and its hassle free.

Global shipping is owned by eBay and is a 100% scam. Its false charges for clearing things that are duty free. Its an absolute money scam. USPS is the best. If theres duty owing, you will pay on pick up at Canada Post. That's legit. EBay and whats more important, US sellers have lost a lot of business with this Global Shipping but eBay has made far more of the ones naive enough to still use it. If you loose one dollar but can scam 10 dollars, I guess thats their business model. Stay away. Ask seller first if they will ship USPS.  If not, find it elsewhere

Yes I was charged huge shipping import charges Using Global Shipping even though it said free shipping. The item was refused at the Canadian border and sent back. Now I'm fighting to get a full refund from E bay. They tell me I have to go through Pay Pal . I shouldn't have this much trouble getting a full refund because they couldn't deliver an item. Not using E Bay again. Worst customer service ever!

The Global Shipping Program is a Seller Protection program run by Pitney Bowes under contract from eBay.

The plant in Erlanger belongs to Pitney Bowes, the "import fees" are collected (and remitted) by PitneyBowes , and the workers processing the shipments are paid by Pitney Bowes.

It is not known if PB pays eBay for the privilege of running the program or if eBay pays PB to run the program for them.

There is little advantage for a Canadian buyer to purchase from a US or UK seller using the GSP.

  • On high value purchases, the GSP may actually charge less than a courier or even Canada Post. In part this is because the GSP service charge is about half that of Canada Post and much lower than the couriers who charge $25 or more for "customs brokerage".
  • Most of the "import fees" you pay to the GSP are for Canadian sales taxes, the rest is a ~$5 service charge and applicable duty.
  • There is sales tax on used goods.
  • The Canadian duty -free allowance is a whole $20 (~$15US).

Pitney Bowes has been in business since 1920. https://en.wikipedia.org/wiki/Pitney_Bowes

Fun fact: Both companies have about 14,000 employees.

@loreca-stcf3ccw

Did you file a Dispute in the Resolution Centre at the bottom of this page as Item Not Received?
Did you state in the Dispute that this was a GSP shipment? Did you ask to be referred to a GSP specialist?

The item was refused at the Canadian border and sent back.

It is the business of the importer (YOU) to know whether a given item can be imported into Canada.

I've had chimney cleaner refused entry. Another product that gets refused is paintball supplies-- which require special packaging, apparently. And guitars.

And yes, a product can be legal in Canada, but still be refused at the border-- packaging is a big thing there.

Unfortunately, because you didn't know the purchase could not be imported, that made the shipment Undeliverable, and very likely eBay is telling you that Undeliverable shipments (whether at the border or refused on your doorstep) are not eligible for the Money Back Guarantee.

Which is why some products which are dead cheap in the USA are expensive in Canada, the retailer paid a lot to get them safely over the border.

The seller will not get your purchase back either. Either it will be destroyed or auctioned by Pitney Bowes.
