How come I didn't get my FV fees back?

A buyer did a chargeback on Paypal for items they claim they didn't receive from me.

Paypal refunded them back their money. But I didn't get a Final Value fees credit back to my ebay seller account.

How do I get my Final Value fees back?

You have to file a cancellation on ebay for that item.

With that type of cancellation the buyer gets asked if they agree to the cancellation. If they reply that they don't agree you don't get your fees back. If they ignore the request you can close the case in 7 days to get your fees back. I usually explain to the buyer that they will be asked to agree and that it will not affect their account.
