How do I block certain buyers from bidding?

So I had a customer bid on an item: 281454307950

The buyer is based in Bolivia

I have

Shipping to: United States, Canada

Excludes: Africa, Asia, Central America and Caribbean, Europe, Middle East, Oceania, Southeast Asia, South America, Bermuda, Greenland, Mexico, Saint Pierre and Miquelon

How was this buyer able to bid on this item?

Have you actually ticked the boxes of countries you do not ship to? If so, buyer may have an address in the US.

All the parcels I have sent to Doral, Miami, Port Richy Florida have been to freight forwarders who ship all over the Caribbean, Central, and South America.

allows you to cancel his bid and to Block specifically him from bidding again.

However, the Bolivian bidder may be using a trans-shipment service. This means you would be shipping to an address in the USA, at which point your responsibility ends. The service then sends the purchase (along with others) on to Bolivia.

This is not uncommon and is quite safe. Why not Contact the bidder and ask if this is the case.
