I put in the description that this item is digital only, nothing will be sent
in the mail. The customer paid and now I see that Ebay wants me to print
a label for $7.35 and fill out a customs form.
Also, it says this customer is no longer a registered user. What should
I do here? He didnt leave an email address where I can send the item.

If the customer is not recognized by eBay as a registered user, and you have no legit email address, that would be one big red flag, ...so if it were me, i'd cancel sale and call it done.

That's a request,not a requirement.
I rarely use tracked shipping because I have several lifetimes supply of valid mint postage stamps.
Just go to your Order Details page and mark the item as shipped.
However, since the buyer is NARU (Not A RegisteredUser) you can decide for yourself whether you want to Cancel the sale or ship to the buyer. How much did the digital item cost you ? (What it sold for is irrelevant.)
BTW when I do use a tracked service, I still use postage stamps, and enter the tracking number on the same Order Details page when I get home from the PO with the reciept.
