Promotion Boxes gone/missing from Manage my Store

Today I wanted to edit a promotion box, so I went to Manage My Store and the link to Promotion Boxes in the top left are gone.

The promotion boxes I have in my classic store are still there, but I can't edit them or even remove them if I wanted. I also can't create new ones, which really limits how much I can customize the store.

Is this a bug, or is this feature being removed?

I'd consider it neither glitch nor deliberate removal but rather eBay’s version of incentive to switch to the ‘new’ store format which is probably two years old by now. I venture that if you called Customer Service to inquire, they’d tell you something akin to the old format is ‘no longer supported’ so I’m not sure what hope I would hold for it being fixed.
