When Do The Shipping Supplies Coupons Normally Circulate?

Like the title says I'm looking to find out when the coupons are normally sent out and how we receive them as Ebay.ca members. Thanks in Advance

For store subscribers: I think it is the first week of January, April, July and October

but it might be March, June, September and December.

It is annoying the help files don't actually say anything beyond quarterly.
