Here is where eBay-Canada dropped the ball.
In their announcement:
05-04-2016 10:11 AM
The listings I checked showed "free shipping" without indication that GSP was being used.
I noticed "Seller charges sales tax for items shipped to: CT(6.35%), KY(6.0%), NV(4.6%), VA(4.3%), WA(6.35%)."
Does this mean that buyers will be charged GST/HST at time of Canada Customs clearance and a brokerage fee?
If not, why not?

Way to go eBay:
eBay: 12"x15" poly mailers with eBay logo cost $65.02 per 100 65¢ each plus conversion fee from USD
Canada Post same $14.00 per 100 14¢ each
Take off the $30 per quarter for a basic store, and Canada Post is still the clear winner

Boxes 18" x 14" x 12"
On eBay.com $27.03 with free shipping
http://www.ebay.ca/itm/25-count-eBay-Branded-Shipping-Boxes-18-x-14-x-12-/252331834445
on eBay.ca.... %$106.15 US or $134.75 Canadian dollars... with free shipping
http://www.ebay.ca/itm/25-count-eBay-Branded-Shipping-Boxes-18-x-14-x-12-/252375773707
Free shipping means ZERO cost to the buyer.
What are Canadian buyers paying for............ It is shipping included
Why do Canadian sellers not get the same value as eBay.com sellers
For these boxes it is $27.03 with FREE SHIPPING.
Sellers on eBay.com can buy more that Canadian sellers on eBay.ca
Why not the same amount?
US sellers can buy two to three times as many boxes as Canadian sellers can......Equality should be the rule....
05-04-2016 11:59 AM
Let us have a measure of equality between US and Canadian sellers.
For those with an Anchor store it is 75 units of value.
Both .com and .ca seller can buy 75 units of value with free shipping.
If they order more than 75 units the value is one unit equals $1.00 US.
Canadian sellers should be able to buy the same amount of packing material as sellers on eBay.com...
and everyone with free shipping..... true free shipping.... zero cost to the buyer.....
05-04-2016 12:00 PM
Selling something at $25 US with free shipping defines free shipping......
and the cost of this item to all buyers
05-04-2016 12:36 PM
Hmmm I think I'm toast anyway....
My store is registered on .COM
My coupon says it is only valid on the ebay shipping store on .COM and it says it is $75 US$
So I am supposing that I can't use my coupon on the Canadian one anyway..... sigh.....
The problem on the .COM side is the shipping won't be covered by the coupon I am assuming?
When I have time I may experiment....

Fully expected the "coupon" to be useless for Canada, but how clueless are these guys to even botehr making things available at that price lol
05-04-2016 01:29 PM
On eBay.com it is the item plus free shipping

I still have 5 of the 9 eBay branded Flat Rate shipping boxes I bought for $1.95 per 3 pack (free shipping included) way back 7 years ago when I started selling on eBay. I only used 4 of the 9 because it was only cheaper at close to the 5 kg weight break. The size was 11 x 8.5 x 5.5 inches.
So 24 of these Flat Rate boxes would have cost $2 x 8 = $16. Even with inflation, higher shipping costs today, still a better bargain.

Canada Post 14¢ each (qty= 25)

ULine.ca 34¢ each (qty=100) plus shipping

You're paying extra for the eBay.com lettering at the bottom.
Other differences:
(+) The ones from Canada Post have Canada Post lettering instead of an eBay.com message.
(.) Restricted: Canada Post has a quantity limit of 50 envelopes (per daily order)
(.) Restricted: Canada Post commercial shipper or have a Solutions for Small Business (Venture One) card.
(.) Restricted: Envelopes may only be shipped to Canada.
No matter how you slice it, Canada Post is the best deal for this size of envelope.

And I'm even happier to have found a Canadian supplier of multiple sizes, since those 12x15 ones are way too big for almost anything I sell.

I get my boxes for free at work, because we often receive orders from suppliers and I re-use the good boxes. So these eBay boxes won't be any good for me. Especially at this price!
As for the enveloppes... I did not calculate it, but they probably cost me less where I buy them (Dollarama).
So... all in all, these coupons given by eBay are worthless for me. 😞

... and, like ladystark, I can add Dollarama to your list: $1.25 for a 3-pack of 6"x9" padded mailers, so about $0.42 each, no logos, no shipping (local store). I now buy my boxes at Walmart -- I discovered they have a selection that suits my needs between $1.00 and $2.00 a piece.
I don't know whether I'm the only seller who questions the wisdom and purpose of having eBay's logo prominently displayed on a box or parcel, but I'm not sure buyers would always want or appreciate that "feature". In fact, I can think of situations where they might resent it. No thanks, I'd rather stick to generic, plain packaging, thank you very much eBay.

I don't get aggravated or pay too much attention to fees.
They are what they are.
American sellers have it easier than we do in many ways. Canadians have it easier than many overseas sellers do.
It is what it is.
As far as I can see eBay raised Premium store fees by roughly about $10/month or so but added around $17/month in freebies.
For those who use the freebie coupons that should mitigate the sting of the increase at least a little.
For those who don't like the eBay logos on the packaging, cover them with the shipping labels or stickers or whatever. Easy solution and less work than recycling used packaging.

If you think that it is an advantage for you, then mention in your shipping details that you use unbranded shipping boxes...

Packaging is a store "perk" that I think works well for USA sellers on eBay.COM because (1) the branded packaging is an inexpensive choice for them and (2) most American buyers are used to branded boxes (USPS / Amazon / etc).
It is not a good fit for eBay.CA because the package choices are not price competitive. They should have put some effort into finding alternative "perks" for eBay.ca that would have worked better. For example: deals on the special features (things like: free bolded titles for a month for $20) or sell listing invites (want the latest free invite but weren't invited, use $20 and you're on the list)...

As for your Dollarama example: 3-pack of 6"x9" padded mailers, so about $0.42 each
This month I could have had them from Staples (on sale, minus discount) for $0.24 each, quantity of 250, free shipping -- I say "could have", because UPS delivered the order back to the Staples warehouse instead of to me. But that's another story.

This is a great example where having a PR person/marketing specialist who understands the sensitivities of a given market is an asset in the planning of the rollout of programs such as this.

"...having a PR person/marketing specialist who understands the sensitivities of a given market is an asset in the planning of the rollout of programs such as this. "
Does eBay-Canada have such individual on staff?
