Does anyone have any experience with the following policy:
Loss of coverage
Even if a transaction is eligible for eBay Money Back Guarantee, buyers can lose protection if they open duplicate claims using other resolution methods, or engage in fraudulent or abusive buying behavior.
Duplicate claims
Buyers can't use more than one resolution method to get a refund. After selecting a resolution process (eBay Money Back Guarantee, PayPal Purchase Protection or requesting a chargeback from their payment provider) a buyer is required to use only that process to resolve the transaction issue.
Long story short, I had a buyer who opened an INR claim. Not long after they opened the claim their account said "no longer a registered user"
I contacted eBay via chat (I like my transcripts) the rep informed me the buyer was suspended for abusing buyer protection. The rep further went on to close the claim in my favor, I didn't even have to ask.
The buyer then opened a payment dispute and it's currently under review. I contacted eBay again via chat (I like my transcripts) the rep didn't quite understand this policy I was referring to however I was told an account specialist would contact me in 24-48 hours. That was four days ago, no response.
I'm not going to waste anymore time on it and will await the decision. I was just wondering if I'm reading the policy correctly. 1) Buyer was caught abusing eBay protection 2) buyer already tried one method 3) buyer is trying a second method.

a buyer can use only one at a time.. if they lose one they can certainly try another method after..

Based on your response, does the duplicate claim policy only apply to buyers who have already recieved a refund? through one method. Meaning they cannot recieve two refunds. That's common sense.

That's where I'm confused and secondly they were caught and suspended for abusing buyer protection. I have the chat transcript from eBay as proof.
Don't take me as complaining there's a cost of doing business and I've always operated that way the bonus for me is I can write off all loses and claim all tax back.... if you can eleborate that would be appreciated.

No, the policy does not refer only to people who have received refunds.
Basically, it refers only to claims made through the ebay mbg.
If a buyer opens a claim on ebay and then opens one through a payment provider (paypal or credit card), ebay will close the ebay mbg claim. Note that a payment provider claim is not considered a mbg claim.
Once a buyer opens a claim with their payment provider, they cannot open one on ebay. That's why in most cases it is best to first open the claim here and then wait for the decision. If the buyer doesn't agree with the decision they can then go open a claim with their payment provider. The same can't be done in the opposite direction.

Is the payment dispute also for an item not received?
There are situation when a seller wins a claim through the mbg and then a buyer opens a payment dispute for the same thing that the seller won in an mbg claim...ebay will protect the seller. The bank may not rule in the seller's favor but ebay may cover the amount of the claim for the seller.

First the wise buyer goes to eBay- she has 30 days to Dispute after delivery or the last estimated date for delivery.
If that fails, or if she misses the deadline, she can go to Paypal which allows Disputes for 180 days from payment, even if there was a failed eBay Dispute. However, in a Not As Described dispute, the buyer is required to pay for return shipping if the seller demands a return.
Note that with both eBay and PP even a seller with a No Returns policy can demand a return before refunding.
And of course, No Returns does not mean No Refunds.
Cards have too many different policies to make blanket statements, however, most of those chargebacks have been going through PP and PP will refuse a chargeback for Not Received (INR) if the seller can provide Proof of Delivery (not shipping, not tracking, DELIVERY) .

Thank you both for taking the time to respond and information provided. I'm trying to get a better understanding of the duplicate claims policy because I'm with MP.
Previously with PayPal if the buyer lost the eBay MBG claim, in many cases they filed a dispute, however PayPal always had my back. All I had to do was call PayPal, a competent rep would look at the dispute confirm I followed seller protection and then release the funds back to me and told me no matter the outcome I did my part, no need to worry about it. Two months later I would get an email saying in short "PayPal lost the dispute but we covered you"
The eBay MBG case which was an INR (the buyer lost and was suspended from eBay for abusing buyer protection) I’m just going to wait till a decision is made. I may appeal it if necessary.
