Overcharged for Shipping

A seller charged me 0ver $100.00 for shipping and it only cost him $66.00 to send . He also old used stamps that were soaked off other envelopes and he reused them so it cost the seller nothing to send the item but he still charged me over $100.00 for shipping .

The item is also NOT what he described at all and he is also sending me rude and threating messages when I asked him about it .

Is all this OK with ebay ????

Shipping normally never costs the seller anything.  The buyer pays the seller what the seller feels is a fair price for handling, packaging and transporting the item.  It may or may not have anything to do with the actual rate of shipping.  What you're paying for is a service.  Do you feel the service for which you paid was worth $100?  If not, rate the seller's shipping and handling charges accordingly.

Basic information on the resolution of buying problems--including receiving items not as described--can be found here:

http://pages.ebay.ca/help/buy/report-trading.html

This is the link to eBay's Resolution Centre:

Keep in mind that if you open a case with eBay, one of the possible outcomes is that in order to receive your refund, you'll have to return the item at your own expense by a shipping method that shows online evidence of delivery.

As for your other issue, eBay's policy on inappropriate behaviour is here:

Read up on these pages and get back to us if you have further comments or questions.

Canny sellers, and people in the stamp business buy unused common stamps for less than face value and use them for postage, so just because the stamps are not current types does not mean they were soaked off envelopes.
