China to Canada

Are people getting packages from China yet? I stopped ordering a while ago because several things stopped arriving. When can we expect service again?

There were a few reasons why orders were not arriving from China.

  1. Fentanyl-- This horrible drug was being smuggled in from China, where it was legal, in low cost, untracked parcels.  China has criminalized /regularized production and while there is still smuggling it seems to have dropped off, or moved to the US market.
  2. UPU -  The Universal Postal Union makes it possible for us to mail anywhere in the world and has a system vaguely like our provincial equalization policy (but with 197 nations instead of 10 provinces) whereby prosperous countries subsidize developing nations.

But China, which really was a developing nation in 1999, exploded into the second largest economy in the world by 2010.  But Western countries were still subsidizing their international post.

Western postal services retaliated by making those low value untracked parcels cost so little in China a very low priority when they hit the Western postal systems.  Delays of months resulted.

 

   3.) Chinese sellers used slow, cheap Surface Mail, which normally takes many weeks or even months to arrive.  China however was an early adopter of fast, tracked eDelcon and similar shipping which is very cheap.  Many Western postal systems have not yet caught on to this.

 

4.) Most people are honest, including Chinese sellers. But the small percentage who are not can be a very large number. Those sellers were taking money and shipping nothing. They stayed under the radar either by refunding promptly on complaint or by promising a replacement which never arrived either.

 

So.

With the exception of #4, these problems are more under control now.

  • It does make sense to shop for the best deal, and not for the lowest price. 
  • Look to see if the delivery date is within 30 days.
  • File Disputes (not feedback and not customer service and not complaining to the seller) if your purchase is late.
  • Read feedback, particularly negs and neutrals, for patterns of slow delivery, poor communication, and low quality.

Free Shipping from China is going to vanish...

 

Plus now Americans will pay sales tax for all those Chinese purchases as will Canadians shortly...

Fees paid by China to the United States and other countries to deliver packages will nearly triple through 2025 under an agreement by the global postal union following complaints by Washington, the Chinese post office said on Tuesday.

Payments would rise 27 per cent next year and by 164 per cent in total through 2025 under the September 25 agreement by members of the Universal Postal Union, the State Postal Bureau said in a statement.

The administration of US President Donald Trump complained the US Post Office was subsidising Chinese exporters, which it said paid too little to deliver the vast volume of packages generated by online commerce.

Washington threatened to pull out of the 192-member group, which other members said would disrupt global postal operations....

Trump was complaining about a situation that had existed since China rapidly entered the world economy 20 years ago.

The members of the UPU had been dealing with China's position as a "developing nation" (like Uruguay or Mali) which do get reduced/subsidized costs for their postal exports.

The UPU signatories were putting those cheap untracked surface packages at the bottom of their priority lists. There were reports of containerloads of Chinese mail being held at Vancouver's postal terminal.

 

And I think we can all remember buyers here complaining about slow delivery.  The holdback was part of it.

 

Trump is taking credit for a worldwide program of postal agencies. China Post had already agreed to raise their international rates by 2016, before the US election.  There was more pressure tweeted out in 2019, which happened at the same time as a new system, based on mass, was introduced at the Plenary Session of the UPU in September. A meeting that was unusual (normally it would not have been held until 2020) but had been planned for over a year.

 

Much of this is irrelevant  since China Post was an early adopter of the Delcon system which is fast and tracked but still manages to be cheap. Or at least cheaper than Western postal authorities can afford to charge.

Yes I am getting packages from China. About 1-2 items out of 10 do not show up, and the speed varies between sellers. I have had items show up within 2 weeks, and others just after the start of the ebay stated time-frame, which is about a month. 

 

Check the sellers feedback for at least 98% and up before you buy, and keep an eye on the purchase. If it hasn't arrived by the end of the estimated time-frame, contact the seller for a refund.

I suspect the undelivered parcels come under Reason #4- a small, but dishonest,  percentage of a large number of sellers.
