how do I actually contact someone at ebay. I keep being sent around in circles

I'm trying to contact ebay about a seller who I think is fraudulent but I can't seem to get an email address or even a phone number.  The site keeps bringing me around in circles with out giving me any useful information at all. Help!

Just report the item(s) you think are fraudulent.

Go to the sellers site click on a item you think is fraudulent and click on "Report Item". This feature is located on the middle right hand side of the ad, directly across from Description/Shipping and Payments.

Because the transaction happened so long ago (long story) I can't report the item any more. But I'm trying to get a refund through paypal since Ebay has been useless on this. Fingers crossed paypal can help me
