Lately there have been several auctions have come up where the seller is NARUed but they are still able to list auctions.
Some of these have been reported and eventually pulled but others keep popping up.

It was mentioned to ebay pink Ryanne back on Mar. 2/06

In either case, the member appears as "not a registered user" and is not allowed to buy or sell on eBay.

Maybe there is an exception for scammers?

I tried to bid but natch it's pre-approved bidders only!

Hi. Three questions along a commn vein:

1. Regarding the new Item Location Misrepresentation Policy: as much as I was pleased to see this as a step in the right direction, it has no teeth. By the time most buyers find out the item was not located in Canada, it will already be on their doorstep with brokerage charges due. IMO when an item is advertised as located in Canada when it is not, brokerage charges and duty should be claimable against the seller. Please comment.

2. We've had questions lately on the boards about US sellers agreeing to send an item USPS (US Postal Service), and instead sending it by UPS (Courier). That incurs a huge brokerage fee for the recipient, $25 to $50 or more, above and beyond taxes and duty payable. As you know, having to pay brokerage often makes it more expensive than purchasing the item locally. Again, why should the buyer be stuck paying extra for something the seller does wrong?

3. Another complaint that frequently comes up on the boards is that a buyer receives an incorrect item. Sure he can file Item Not as Described, but then HE has to pay to ship it back. Often the amount of shipping—which must include tracking—costs the same or more than the original purchase, so of course many buyers simply let it go and have paid good money for something they don’t want. Should not a policy be instated that when a seller sends the WRONG item, if he wants it back he should pay for shipping? Very few sellers will do this of their own accord.

The local cemetery recently raised its burial cost and blamed it on the cost of living.

When we are in the supermarket and someone rams our leg with a shopping cart, then apologizes for doing so, why do we say 'That's okay'?  It ISN'T okay.  So why don't we say 'That hurt, you stupid idiot?'

Would you please consider pinning at the top of each of the help boards an easy-to-understand thread on How to Post Questions. It should be short and to-the-point so that most people will read it. For example:

1. Start your own thread by clicking on Post a Topic. If you just tack your question onto the end of someone else’s thread, it won’t be noticed by many of those who could help.

2. Never post another party’s User ID, actual name, or contact information such as e-mail address or actual address.
[Explanation: most people have not read the detailed rules about posting--they don’t even know where to find them--and several times a week we have to explain this to people and tell them how to self-report their posts to avoid being sanctioned. Lately we’ve had quite a few angry buyers come onto the boards to rant about their sellers and "don't buy from so-and-so". Most of them post the sellers' User ID's, and yes, some of them even post names, addresses, etc.]

3. If you have a question about a specific auction, put the auction number in the body of your post (but not in the title of your thread).
[Explanation: I don’t know how many times people ask us about auctions that are over a month old--which we cannot access--or else seem to want us to play Guess-The-Auction with coy hints about which of their several purchases they need help with.]

4. If your problem concerns a purchase, mention how you paid for it (credit card through PayPal, money order, etc.)
[Explanation: people often don’t realize that this is often pertinent information we need to know before we can offer advice, and many times our first responding post will be “What is the auction number and how did you pay?”].

Gee, I feel like I'm hogging the thread. But I have another question, so I hope you don't mind, vaughan.

Scenario: a buyer sees that the seller of his item has been NARU’d. He receives notice from eBay not to proceed with the purchase. Then seller is reinstated.

Question: is the buyer obligated to go through with the purchase, and if not, how is he protected?

Explanation: we have had several instances where the reinstated seller threatened to file Non Paying Bidder and leave neg. feedback if the buyer didn’t pay.

Does the buyer have any recourse, or is he forced to pay or be stuck with the neg and perhaps a non-paying strike from eBay?

We are aware of this bug and a fix is in place. If you do see listings from NARU users, please report them to us and we will take them down.

Hello Jordan;

I have asked before in a previous question and answer period but nothing has happened so I will ask again.

What are the plans for eBay.ca to expand the offerings of the Education Specialists program?

eBay.ca seems to pay lip service to increasing the offerings but nothing concrete happens. I appreciate we do not have the user market that our US cousins have to justify all programs but certainly we could justify the introduction of the Basics of Buying class or at least an update on the Basics of Selling class.

If not, why not just open it up so that we can access the US designed programs and make our own modifications?

Thanks for your questions. Let us answer them in order.

Questions 1 & 2: Our suggestion would be to not accept receipt of the item at the post office if it is coming from a different location than stated in the listing or if the shipping method used was incorrect. You can then file an INR claim stating that the item was not as described since the location was misrepresented or the shipping method used was incorrect. The INR claim will allow you to receive a refund on your purchase.

Question 3: This is a great point. Let me or Vaughan follow up and we will post a response on this thread with a resolution/suggestion.

Hi treasure-pot,

You are right. We have sort of dropped the ball on the Canadian Education Specialist program. Personally, I think there's a huge amount of value in the program so we are currently evaluating whether to update and broaden the existing Canadian materials and programs or figure out a better way to leverage what is already being done in the US.

Please don't give up on us. You have my commitment to make this right.
