How can I get a refund and report a seller. Its been more than 30 days. Ebay says it can not help as its been more than 30 days. Seller keeps saying he will send the item. It cost Over 700USD.
Is there anything I can do?

Hope that it's been a little less than six months since you paid, because if it has, you can still file a claim of non-receipt with PayPal.

The Paypal Resolution Centre is at the top of your PP account page under Tools.
You have exactly 180 days to the second to open an Item Not Received Dispute.
So do it now. Not later. Not tomorrow.
The first suggestion is that you Contact the Seller.
If you haven't done this, try it.
Once.
What you want is a refund.
This can be done immediately. There is NO NEED to close the Dispute to get the refund.
If you have already tried this, skip the step. It's mostly a courtesy anyway.
Ask PP to step in and escalate to a Claim.
If the seller cannot prove delivery (not shipping, delivery) you will be refunded.
Stop reading and open that Paypal Dispute.

If the 30-day ebay MoneyBack limit has passed, and the 180-day limit Paypal Buyer Protection has passed, you can try your credit card company, assuming you used a credit card to pay. Don't delay.
If all avenues have been exhausted, I'm not sure what else is left but to initiate contact with local police for fraud or theft. Maybe that will scare the seller into issuing the refund you clearly require.
