I ordered a product 10 days ago. Product has not been shipped and seller is unresponsive. When I have contacted eBay they say that cannot refund me until the estimated shipping date which is March 1. It was supposed to be a birthday present I needed for March 11.

Do you mean the last estimated date for delivery? Because nine days for shipping is unusually long.

The long "handling" period should have been stated with the product's Shipping information.

 

Not every seller marks shipments sent.
This weekend in particular there are Holidays on Monday in both the USA (President's Day) and much of Canada (Family Day etc). Add in the weekend and a purchase on Friday afternoon might not be shipped until Tuesday.

Not every shipment is tracked. Many low value/small items are sent Lettermail, which is not tracked by Canada Post.  US sellers can buy cheap domestic tracking , but international tracking is always expensive.
