There are over 140 million listings on eBay at any given time, so your question is moot.
If you have purchased something which has not arrived, and over 20 days have passed, go to the Resolution Centre (Site Map at the bottom of this page, bottom right column) and open an Item Not Received Dispute. If that is ignored, PP will refund your payment.
Other problems may be covered by the Dispute service as well.
If not, come back and tell us the real problem.
