Delivery Confirmation International Restricted Delivery

Tracking information say's I should get my package within three day's ,but it say's " Delivery Confirmation InternationalRestricted Delivery" what does this mean? will I get my package ,it hasn't moved from that spot since.

The package has been in the same spot since Aug 22,13

hi karen ive had a few tracked items say that as well,but so far ive allways got my package,my items hve been silver ,art bars ,its just been the last month or two it has said that,had me worried at first,like i wont get it or what?
