If I buy something in my city can I ask to have the shipping discounted and arrange pickup?

I will of course make the payment via paypal and ask to have it dropped at my neighbourhood UPS for pickup but was wondering if this violated paypal or ebay rules

You can ask the seller but they are not obligated to do it.
