When you ordered and paid, you should have received a window for delivery from eBay.

Has the last day for that window passed?

If so you have 30 days to open an Item Not Received dispute in the Resolution Centre at the bottom of this page.

The first suggestion (not a command) is to Contact the Seller.

Don't get into a conversation.

All you want is a tracking number that shows your purchase has arrived in Canada, or an immediate refund.

Actually, all you want it is a refund.

And a refund takes the seller seconds to process.

 

You do NOT want a replacement. It will not arrive.

 

If you don't get a refund (or useable tracking number), you will be prompted to ask eBay to step in and Escalate to a Claim.

If the seller cannot prove delivery (not shipping, delivery) you will be refunded.

 

If the 30 days have passed, you can still open a Dispute with Paypal.

The PP Resolution Centre is at the top of your PP account page under Tools.

The process is about the same.
