You bought a Thing.

The seller promised a replacement Thing.
ProTip: Never accept an offer of a replacement. It will either not arrive or will be just as bad as the Thing you originally received.
The replacement was tracked.
The tracking shows delivery -- to the wrong address.
The delivery was three weeks ago.
You only have 30 days from Delivery to open a Dispute with eBay in the Resolution Centre at the bottom of this page.
I am not actually sure if that is the original "last estimated date for delivery" or the "actual" delivery date for the "replacement".
Try anyway.
Ignore the part about Contacting the Seller. You've done that.
Ask eBay to step in, explain in the text box that the tracking number (give the tracking number) shows delivery to the wrong address.
If the seller cannot show delivery to the correct address, you will be refunded.
But time is everything on this.
Act now.
And come back and fill in any details that my guesses got wrong.
