It sounds like you managed to disconnect from the eBay Canada Post rates (which only apply to eBay sales) and are now connected to the regular Canada Post rates. Connect Shippo support to see what's happening to your account.

Until the end of July, Canada Post has a 15% beta tester discount on their new Snap Ship -- which gives a better discount for everything except eBay's Small Packet rate through Shippo.
