U.S. sellers overcharging Canadian buyers on shipping

Why do the vast majority of U.S. sellers want to charge Canadian buyers the same shipping rates as THE REST OF THE WORLD when the USPS has significantly cheaper postage rates to Canada (and vice versa, incidentally, for Canada Post to ship to the U.S.A.)? Numerous times I have complained to American sellers about this, and usually they have conceded my point and given me a proper Canadian rate, but I shouldn't have to ask in the first place - eBay makes it easy to list different shipping rates for different countries (something at least one American seller has claimed they don't, as a seller as well as buyer I know that eBay do).

Yes you are right about the US rates.  I can ship one card,well protected in a plastic top loader for $1.20 Canadian to anywhere in the USA.Yet the same card coming my way to Canada they want anywhere from $12.00 to $18.00 US. And our Canadian EBAY does nothing to protect us from this robbery.
