What are permanent stamps actually worth?

I need some clarification on what permanent stamps are actually worth, because every answer I’ve found is as clear as mud.

So, currently, P stamps are $0.90 in booklets/coils, and $1.05 individually.

I am aware that they are good to send a regular >30g letter, but,

When I use them on oversized lettermail, what is their value? $0.90 or $1.05? If I’m mailing oversized lettermail that is less than 100g, ($1.90), do I need 2 permanent stamps or 3?

The confusion here seems to be between "price" and "worth".

The P stamp is worth 90c.

If you buy one across the PO counter you will pay $1.05.

If you buy a booklet of ten across the PO counter you will pay $9.00.

And if you buy a roll of 100 at Costco, you will pay $86.25.

(All prices before applicable taxes if any.)

Different prices, same worth.

NOTE- THIS IS OUT OF DATE. The current value (March 2020) of a P stamp is 92c. You can subsitute two 46c stamps if you like.
