When a buyer (Canadian) purchases from a seller from China, when do you pay for duties and taxes?

Just as the title says, I am wondering when do I have to pay for taxes and duties. Does it get charged to my pay pal account when it imports into the country? Or do I have to pay at the door when the package arrives at my doorstep? (Note: I read somewhere that duties and taxes are not applicable to items that cost less than $20 U.S. Is this true?

When it arrives.

Duty & sales tax apply to stuff worth $20cdn or more when sent from China. Plus a clearance service fee of $9.95 when using Canada Post.

The new limits when importing stuff made in USA/Mexico is $40 for sales tax, $150 for duty.
