There will be a Hold on his cleared payment for up to 21 days. You still have to ship.
You can use part of the Held payment to buy a shipping label (probably with a discount) and this happens to confirm that the payment has been made and cleared.
Do you need a phone number?
Not really. That is for the convenience of the carrier who might want to confirm that someone will be at the address to accept the package.
Some sellers find they are forced to use it and simply insert their own number. It works.
What else do you want to ask the customer? If that's it, getting the shipment accepted by the PO is more important than the phone number.
You might be able to get a number from Canada 411 since you have the buyer's address. But it's no big deal.
