Tracked item shows as being delivered to wrong city/state

I sold an item to someone with an address in Massachusetts. It was sent small packet tracked via Canada Post. On the EBay/Canada Post/USPS websites it shows the item as being "Delivered" in Austin, Texas. I know sometimes USPS uses old tracking numbers or an employee incorrectly put it as being delivered. The buyer has contacted me saying he hasn't received the item as it shows being delivered in Texas. Has anyone come across this before and if the buyer files a claim with PayPal am I out of luck. Hopefully the item still arrives and the buyer is honest.

The item in question arrived in Massachusetts. This just shows that USPS must have entered the wrong tracking information in the system. Even though it showed being delivered in Austin Texas it was still on its way to Massachusetts. Rare but it does happen that the tracking information can be incorrect.

In addition, what is the last estimated delivery date for the item?

If that has not passed, it is possible that the customer has been hanging over a hot keyboard and believing everything he sees.

Sometimes a gsy gomhjrrf typist will enter the wrong information, but the package is still in transit.

While you should be responding to the buyer as soon as possible, try suggesting waiting until Tuesday for the actual delivery. If tracking hasn't corrected itself by then (and you have spoken with Canada Post in the meantime) you will have to refund the buyer and work with Canada Post on the mis-delivery.

Tracked Packet USA is insured for $100, I believe.

And let the customer know that when the item does turn up he can return the refund using Paypal's Send Money service. He may want to be honest but not know how.

Small Packet USA is untracked.

Tracked Packet USA is tracked and with $100 insurance.
