We don't know.  This is a member to member board.  But if that is the tracking #, you can track it with the carrier that is shipping it.

You should ask the seller with who and how it was shipped.

It works for me on the USPS site.

Shipping label was created on July 13th but no activity since.

Like I said above, when the tracking number starts with the letter 'U' it signifies an unregistered service. I have a very strong suspicion that there won't be any other tracking updated, as it's a receipt.

Do you see that U at the start of the tracking number? That signifies 'unregistered'.

The sender has created a label, there's nothing more to be learned from that 'tracking' number.

It's a postage receipt.

From where, from whom, and how did it ship? That doesn't appear to be a tracking number that provides tracking. You'll need too contact your seller. If your item was supposed to be delivered by July 31, two days late is not entirely surprising.
